This site has been tested to work with the most commonly used browsers and is best viewed with a 1024 x 768 screen resolution or greater.

We commonly use two types of forms on our website: online web-based forms; and accessible PDF forms. 

  • An online forms can be completed and emailed to us via the website.
  • An accessible PDF will need to be downloaded and saved to your computer before it is completed.

Completing an online form

These forms can only be completed online and are emailed to us. The forms cannot be saved to your computer and must be submitted via our website using your internet browser. (You can select to have a copy of the completed online form emailed to you.)

Completing an accessible PDF form

Accessible PDF forms are tagged with 'AF' (accessible form) and can be saved to your computer.

Download and save a copy to your computer first. You can then either:

  • print it, complete it by hand and send or deliver it to us; or
  • fill it out on your computer and save it before attaching it to an email to us.


This site is created with the help of the scripting language JavaScript. Where possible, web pages have been made to work without JavaScript, although some functionality may be lost, such as not being able to open an online form.

Follow the steps below to turn on JavaScript in an Internet Explorer web browser. They will be very similar in other browsers.

  • open your browser and select the 'Tools' menu option at the top of the web browser
  • click the 'Internet Options' link on this menu
  • click on the 'Security' tab at the top
  • click on the 'Custom Level' button at the bottom of the window that opened
  • scroll to the bottom of the list that appears until it says 'Scripting'
  • under this area select the option 'Enable'
  • click the 'OK' button to save the changes.

If you turn on JavaScript or it was already turned on and you are still having problems please contact us.

PDF documents

Documents on this site are in Portable Document Format (PDF). In this format you can easily save, view and print the file exactly as it was created, with the same layout, images etc.

You will need Adobe Acrobat Reader to view PDFs. This is free and simple to download from the Adobe website.

Downloading PDFs

Forms and instructions can be downloaded using Acrobat Reader.

If the document doesn't open as quickly as expected, you can increase the speed of your download by:

  • right-clicking on the document link
  • on the pop-up menu select 'Save Target As' (Internet Explorer) or 'Save Link As'
  • select the place on your hard drive to save the file, and the name
  • once you click 'Save', the file will download to your computer hard drive
  • open it by double-clicking on the file name.

If you are having difficulty downloading a PDF, please make sure you have the most recent version of Adobe Acrobat Reader.

Known issues

There are known issues when using Adobe Reader version 9 with Internet Explorer version 10.

To resolve the issue either upgrade to a newer version of Adobe Reader, or open the PDF document and save it to your computer and then proceed to either open or print the saved file through your Adobe Reader program.


This site has been developed as a printer friendly website. This means that the browser will only print the main content of the page. It will not print the navigation menu, images, photographs or the Resources column.

If you would like to print the page as it appears, use the 'Print Screen' button on your keyboard.


The search field for our website is in the red banner at the top of every page in the site (in the right-hand-side).

By default our website search is a keyword search and will search for all instances of the word, or words, you enter.

If you enter 'District Plan', the search function will search for all pages and documents with 'District' in their title or description and then all documents with 'Plan'. The search results will list all pages and documents containing both words.

Searching Council databases

Information which is contained in our internal databases eg cemeteries, rates, resource consents, can be searched by selecting from the drop down list in the Search box.

Select the database you want to search in and enter a name in the empty box next to Search.

Text size

The text size is able to be changed in your Windows based browser to suit your individual needs.

  • Chrome, Firefox, Safari: hold down 'CTRL' and press '+' [or] '-' to alter the text size
  • Internet Explorer: hold down 'CTRL' and press '+' [or] '-' to alter the text size; or if you have a mouse wheel simply hold down 'CTRL' and roll the mouse wheel to alter the text size
  • Opera: select 'View' > 'Zoom', then choose a text size. This will also enlarge graphics.

Note: Differing browser versions may affect the ability to adjust font sizes.

Make sure our emails arrive

To make sure our emails always arrive in your inbox, add our email address to your safe senders list.  

Google Mail

  1. Select 'contacts' from the 'Gmail' dropdown menu on the left-hand side of your Gmail Inbox
  2. Select 'contacts'
  3. Select 'add to contacts' from the top menu bar
  4. Enter the email address
  5. Select Add

If an email from us is in the Spam folder, you can mark it "Not Spam" to whitelist it.

  1. Open your email settings
  2. Select 'Options' from the dropdown menu
  3. Select 'Safe and blocked' senders
  4. Select 'Safe senders'
  5. Type into 'Sender or domain to mark as safe'
  6. Click 'Add to list >>'

  1. Double click email in your inbox, to open it.
  2. Click on the name or email address
  3. Click Add to address book, check the details and click Save

If the email goes directly to your Spam Folder first, you can add it to the safe list:

  1. In your Spam folder, click on the email and select it
  2. Click "Not Spam" option. The email will move to your inbox.

Microsoft Outlook 2003/2007/2016

  1. Open your email message
  2. Click on 'Junk' in the task bar
  3. Click on 'Junk E-mail Options' from the drop-down menu.
  4. Click on the 'Safe Senders' tab
  5. Enter the email address you want to save
  6. Click on 'Add Sender to Safe Senders List'
  7. Click 'Apply'
  8. Click 'OK'

To re-classify our emails that are being moved into the Clutter folder

  1. Choose the Clutter folder
  2. Select the Whangārei District Council email in the Clutter folder
  3. Drag the email from your Clutter folder to your Inbox

Moving an email in or out of the Clutter folder from any of your devices is enough to give the signal to the Clutter system that an item is or isn't Clutter.

  1. In the message list, select the sender you want to make a VIP
  2. Click the sender's name or email address in the message header, then select VIP
